The purpose of this research was to identify the barriers and the support needed for farmers' participation in the water transfer and distribution plan in the agricultural lands of Sistan Plain. The study included qualitative methods of data collection, such as reviewing documents related to the plan, and quantitative method of data collection by using a questionnaire. The validity of the content was confirmed by interviewing some experts of Zabul Agricultural Jihad and the research team, and the reliability of the questionnaire was confirmed by calculating Cronbach's alpha (0.887) for barriers to participation, and farmers' required support for participation in the project (0.973). The statistical population consisted of farmers in Sistan plain (N = 6000), 360 of whom were selected as the sample of the study. Factor analysis of barriers to farmers' participation in the water conveyance project resulted in the extraction of four factors: "trust", "information and knowledge", "inefficiency and deficiency" and "climate and drought conditions"; and these factors explained 57.9% of the total variance of the variables. Also, factor analysis of the support needed by farmers to participate in the water transfer project resulted in the extraction of three factors: "technical and institutional support", "emotional support" and "legal support"; and these factors explained 67.3% of the total variance of the variables.

One of the main components of sustainable water management is attraction of farmers’ participation in management and maintenance of water networks. Moreover, attraction of farmers’ participation in the process of planning, designing, building, and exploitation of the projects (based on popular organizations and groups) can impact optimal water management. The purpose of this case study was to investigate the effect of participatory management on optimal water use in Payvand Production Cooperative of Aqqala County, Golestan province, Iran. Survey method and questionnaire was used to collect the required data. Target population included 400 farmers of cooperative members in 7 villages with participatory irrigation management project in Aqqala County. Using Cochran formula, 196 farmers were selected with random sampling method. Validity of research questionnaires was confirmed based on view of experts and its reliability was verified by calculation of Cronbache's alpha coefficients for scale of optimal management, (0.8) satisfaction of project, (0.77) participatory project management, (0.83) and awareness of the current situation (0.73). The comparison of the optimal water management, before and after the implementation of the project by using of Wilcoxon test showed that there was significant difference in means ranking. The result of path analysis showed that the highest impact on final dependent variables of optimal water management was related to “awareness of the present situation of irrigation system”. The variables of level of participation and satisfaction with implementation of the project, background of membership in the cooperative, access to farm road, type of irrigation method, and education were in the next ranks, respectively. In contrast, having a second job had negative effect on optimal water management.

Optimizing the management of water resources and improving irrigation efficiency is not possible without the beneficiaries' education. Also, identifying the educational needs of the beneficiaries is the first step in designing the educational programs that are to be executed for optimizing management of water resources and improving irrigation efficiency. This study investigated the educational needs of beneficiaries of classical pressurized irrigation systems (CPIS) in Golestan province. The geographical region of study covered Gorgan, Gonbad, Kalaleh, Minoodasht, Ali Abad, Kordkuy, Aqqala, Bandar Turkmen, and Bandar Gaz in Golestan province. The study included 84 CPIS beneficiaries who were chosen randomly. Research tool was a questionnaire, and to determine the validity of questionnaire, 5 faculty members of research institutions and centers and several officials involved in irrigation projects and agricultural extension were consulted. The results showed that the most important educational needs of the beneficiaries included pump maintenance, shifting and replacement of irrigation laterals during operation of the system, connecting pumping system to the regulating valve, restoring the pump discharge pressure and flow rate, distributing of soluble fertilizers through the system, removing the notches in the main and secondary pipes and care and maintenance of pump. Also, there was a significant correlation between age, educational level and experience, irrigated acreage of the beneficiaries before installing the system, water extraction rates and educational needs of beneficiaries of CPIS. This study calls attention to preparation of educational courses on classical irrigation systems with emphasis on educational needs of the operators and beneficiaries.
